CPTPP Work Permit Assistance for Professionals, Investors and Business Transfers In BC

The CPTPP work permit Canada pathway allows certain eligible professionals, technicians, investors and employees of multinational companies to work temporarily in Canada without their Canadian employer first obtaining a Labour Market Impact Assessment (LMIA).

The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) supports international trade, investment and the temporary movement of qualified business people between Canada and participating countries.

For professionals considering employment in Vancouver, Burnaby, New Westminster or elsewhere in Canada, CPTPP may provide an alternative to traditional LMIA-based work permits.

At Work Permit Canada, we assist eligible foreign nationals, Canadian employers and international businesses with LMIA-exempt work permit applications, including those available through international trade agreements.

What Is the CPTPP Work Permit Program in Canada?

The CPTPP is an international trade agreement that includes provisions facilitating the temporary entry into Canada of eligible citizens of countries that are signatories to the agreement.

Under the agreement, eligible individuals may qualify for LMIA-exempt work authorization through Canada’s International Mobility Program.

The agreement covers four broad categories:

  • Business Visitors
  • Intra-Corporate Transferees
  • Investors
  • Professionals and Technicians

Each category has specific requirements, and not every participating country has identical access to every category.

Some qualifying business visitors may enter Canada without a work permit, while other categories require a work permit before the individual can legally perform their proposed work.

The official CPTPP temporary-entry provisions explain the agreement’s framework for business mobility.

For applicants who qualify, CPTPP can provide an alternative to the traditional LMIA Exempt Work Permit Canada pathways.

Which Countries Qualify for a CPTPP Work Permit in Canada?

Canada’s CPTPP work permit provisions may apply to eligible nationals of the following participating countries:

  • Australia
  • Brunei
  • Chile
  • Japan
  • Malaysia
  • Mexico
  • New Zealand
  • Peru
  • Singapore
  • Vietnam

Certain permanent residents of Australia and New Zealand may also qualify under the applicable provisions.

However, being a citizen of a CPTPP country does not automatically qualify someone for a Canadian work permit. Eligibility depends on the country-specific commitments, the applicant’s occupation, qualifications, proposed activities and the relevant immigration category.

For example, a professional from Japan may be assessed under different occupational commitments than a professional from Australia. Applicants from Chile, Mexico and Peru may also have options under separate trade agreements with Canada. You can review participating countries and their available agreements through IRCC’s official free trade agreement work permit guidance.

CPTPP Work Permit Categories Available in Canada

CPTPP Professionals

The CPTPP Professional category may allow qualified foreign nationals to provide professional services in Canada under a qualifying employment or contractual arrangement.

Applicants generally need to demonstrate:

  • Eligibility based on nationality and the applicable country-specific commitments
  • A qualifying professional occupation
  • Relevant educational credentials
  • Required professional experience
  • Appropriate remuneration
  • A genuine pre-arranged employment or service arrangement
  • Any professional licensing or certification required in Canada

Professional occupations may include certain engineering, technical, management and specialized business roles, depending on the country.

A university degree alone is not sufficient. The applicant must meet the occupation-specific and agreement-specific requirements.

The proposed job duties must align with an occupation covered by the applicable CPTPP commitments.

CPTPP Technicians

The CPTPP Technician category may be relevant to certain individuals with specialized technical education and experience.

Depending on the participating country, qualifying occupations may include specified engineering technologists, industrial technicians, construction-related technical positions and other listed occupations.

Applicants generally need relevant technical qualifications, professional experience and pre-arranged work in Canada.

The agreement does not cover every technician or skilled trade.

For example, a technical position that qualifies under one country’s CPTPP commitments may not qualify under another country’s commitments.

A careful occupational assessment is therefore essential before submitting an application.

CPTPP Intra-Company Transferees

International companies operating in Canada and another CPTPP country may be able to transfer eligible employees to their Canadian operations.

This category can apply to certain:

  • Executives
  • Managers
  • Specialists
  • Management trainees on professional development

Applicants generally need to demonstrate an appropriate corporate relationship between the foreign and Canadian entities.

The agreement also allows Canada to require qualifying previous employment with the foreign enterprise, generally one continuous year within the preceding three years.

This pathway can be valuable for businesses expanding Canadian operations or transferring key personnel.

Businesses considering this option can also review our Intra-Company Transfer Work Permit service.

CPTPP Investors

The CPTPP Investor category may allow eligible business people to enter Canada to establish, develop or administer a qualifying investment.

Applicants generally need to demonstrate that:

  • They meet the applicable nationality requirements
  • A substantial amount of capital has been or is being committed
  • The investment is genuine
  • Their proposed Canadian role is executive, supervisory or involves essential skills
  • The investment arrangement meets the relevant CPTPP commitments

The agreement does not establish one universal minimum investment amount for every case.

Instead, the nature of the investment, the applicant’s role and the circumstances of the proposed business are important considerations.

CPTPP Work Permit Requirements

Although requirements differ between categories, several factors commonly determine eligibility.

  • Nationality and country-specific commitments: The applicant must qualify under the provisions applicable to their country.
  • Employment or business arrangement: The proposed Canadian activity must fit the selected category, whether it involves employment, professional services, corporate transfer or investment.
  • Education and experience: Professional and technical applicants must meet the qualifications required for their occupation and category.
  • Canadian licensing: Regulated professionals must satisfy applicable provincial or territorial licensing requirements.
  • Temporary purpose: The applicant must demonstrate that their proposed work and stay comply with Canada’s temporary immigration requirements.
  • Admissibility: Applicants must meet Canada’s applicable immigration, security and medical admissibility requirements.

A complete application should address each requirement with clear supporting evidence.

Documents Required for a CPTPP Work Permit Application

The documentation depends on the work permit category and the applicant’s circumstances. Common documents may include:

  • Valid passport and proof of qualifying nationality or status
  • Canadian employment offer or service contract
  • Educational degrees or technical diplomas
  • Employment reference letters
  • Professional licences and certifications
  • Résumé or curriculum vitae
  • Detailed description of Canadian job duties
  • Evidence of professional experience
  • Employer support letter
  • Corporate ownership or relationship documents for intra-company transfers
  • Investment and business documentation for investor applications
  • Employer Portal offer number, where required
Japan Flag.

Applicants should ensure that their documents clearly establish why they qualify under the particular CPTPP category.

Incomplete evidence or an incorrectly selected category can result in delays or refusal.

Does a Canadian Employer Need an LMIA for CPTPP?

Generally, no, where the worker qualifies for the applicable CPTPP LMIA exemption.

However, most employer-specific LMIA-exempt work permits still require the Canadian employer to complete certain obligations.

These may include submitting the employment offer through the IRCC Employer Portal, paying the employer compliance fee where required, and providing the applicant with the offer of employment number.

The employer must also comply with the terms and conditions of the employment arrangement.

The official IRCC Employer Portal guidance explains these requirements.

LMIA-exempt does not mean exempt from employer compliance or work permit eligibility requirements. Contact Work Permit Canada for any professional guidance and support.

How Long Is a CPTPP Work Permit Valid?

The validity of a CPTPP work permit depends on the applicable category and country-specific provisions.

Under Canada’s CPTPP commitments:

  • Certain professionals and technicians may receive work authorization for up to one year, with extensions possible.
  • Intra-company transferees may qualify for longer initial periods, depending on their position and the applicable provisions.
  • Investors may receive authorization for up to one year, with extensions possible.

The actual duration depends on the category, supporting documentation, proposed work and the immigration officer’s assessment.

Applicants should also ensure that their passports remain valid for the intended period of employment.

CPTPP Work Permits for Vancouver and Metro Vancouver

Vancouver and the surrounding region support international business activity across technology, engineering, professional services, manufacturing, transportation, trade and other industries.

Businesses operating in Vancouver, Burnaby and New Westminster may recruit eligible professionals from CPTPP countries or transfer key employees from related overseas operations.

Similarly, international entrepreneurs and investors may consider establishing or expanding business operations in British Columbia.

The CPTPP pathway can be particularly relevant when a Canadian business needs specialized expertise, and the proposed work fits the agreement’s eligibility requirements.
