Who Can Apply for a Peru Free Trade Agreement Work Permit?
The agreement provides several pathways depending on your occupation, qualifications and proposed activities in Canada.
Professionals
Eligible Peruvian professionals may qualify to provide pre-arranged professional services in Canada. Applicants generally need a qualifying occupation, relevant educational credentials and an appropriate Canadian employment or service arrangement. The agreement covers many professional occupations, including certain engineering, accounting, information technology and scientific roles. However, specific occupational exclusions apply.
Technicians
The agreement also includes a separate category for certain specialized technicians. Eligible occupations include specified engineering technologists, industrial technicians and other technical positions listed under the agreement. Applicants must meet the applicable technical education, experience and occupational requirements. Not every technician qualifies. The actual job duties and qualifications must match a covered occupation.
Intra-Company Transferees
A Peruvian company with a qualifying Canadian parent, subsidiary or affiliate may be able to transfer certain employees to Canada. Eligible positions can include executives, managers, specialists and qualifying management trainees. The employee must meet the applicable previous-employment requirements, and the companies must demonstrate their qualifying relationship. Traders and Investors
The agreement may also provide options for Peruvian business people involved in substantial trade between Canada and Peru or qualifying Canadian investments. Trader applicants generally need to demonstrate substantial trade principally between the two countries. Investor applicants must demonstrate a substantial commitment of capital and a qualifying role in the enterprise. Peru Free Trade Agreement Work Permit Requirements
The requirements depend on the category, but an application generally needs to establish:
- Qualifying nationality or status: The applicant must meet the agreement’s applicable nationality or permanent-resident provisions.
- Eligible occupation or business activity: The proposed Canadian work must fall within a covered category.
- Relevant qualifications: Professionals and technicians must demonstrate the required education, training and experience.
- Genuine employment or business arrangement: Supporting contracts, employment offers or corporate documentation must establish the purpose of the Canadian assignment.
- Canadian immigration eligibility: Applicants must satisfy the applicable work permit and admissibility requirements.
For professionals and technicians, the agreement recognizes certain direct employment and contractual service arrangements. The official Canada-Peru Free Trade Agreement, Chapter 12 contains the temporary-entry provisions and occupational requirements.

Can Peruvian Citizens Work in Canada Without an LMIA?
Yes, where the applicant qualifies under an applicable LMIA-exempt category.
The Peru Free Trade Agreement Work Permit can eliminate the need for an LMIA, but the Canadian employer may still have compliance obligations.
For most employer-specific work permits under the International Mobility Program, the employer must submit an offer of employment through the IRCC Employer Portal and pay the employer compliance fee unless an exemption applies.
The applicant then submits the work permit application with supporting documents.
You can review IRCC’s International Mobility Program employer requirements or explore our LMIA Exempt Work Permit Canada services.

What Documents Are Required?
The documentation depends on the category and the applicant’s circumstances.
Common supporting documents include a valid passport, employment offer or service agreement, résumé, educational credentials, professional licences where required, employment reference letters and evidence of relevant experience.
Intra-company transferees may need corporate records establishing the relationship between the foreign and Canadian companies.
Traders and investors may need commercial contracts, financial statements, investment records and other evidence of qualifying business activities.
The application should clearly demonstrate why the applicant qualifies under the selected category.
Peru Free Trade Agreement vs CPTPP Work Permit
Peru participates in two important trade agreements with Canada: the bilateral Canada-Peru Free Trade Agreement and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
Both agreements contain provisions for certain business people, but their occupational commitments and eligibility requirements differ.
A Peruvian applicant who does not qualify under one agreement may potentially have an option under the other.
We can assess the applicable provisions to determine which pathway best matches your circumstances.
